ONLINE PAYMENTS

The Willoughby Municipal Court is continually committed to improving efficiency and user access to the Court and its services. To that end, the Court offers ONLINE PAYMENTS for payment of eligible minor misdemeanor citations and payment of fines and court costs on adjudicated cases.

PAYMENT OF WAIVERABLE CITATIONS

Visa and MasterCard (credit/debit) and Discover (credit) are accepted though the online payment service. Online credit/debit card payments are subject to a $4.00 per transaction convenience fee. Eligible waiverable offenses must be PAID IN FULL prior to the Court date. Partial payments are not accepted. Payment constitutes a guilty plea to the offense as charged in the citation and a waiver of your right to trial before the Court.

MULTIPLE VIOLATIONS

Tickets may contain multiple charges, which are listed with letters after the case number. If you are paying on-line, which will automatically waive a court appearance; you must pay ALL eligible charges in full.

CITATIONS NOT ELIGIBLE FOR WAIVER

The following offenses are ineligible for online payment in that appearance in court is required:

        1. Indictable offenses (felonies);
        2. Operating a motor vehicle while under the influence of alcohol or any drug of abuse;
        3. Leaving the scene of an accident;
        4. Driving while under suspension or revocation of driver's license or commercial driver's license;
        5. Driving without being licensed to drive, except where the driver's or commercial driver's license had been expired for six (6) months or less;
        6. Failure to stop and remain standing upon meeting or overtaking a school bus stopped on the highway for purpose of receiving or discharging a school child;
        7. Willfully eluding or fleeing a police officer;
        8. Street racing;
        9. Speeding violations in school zones where the speed exceeds 15 mph over the posted 20 mile limit;
        10. Any minor misdemeanor traffic offense in which an accident occurred that resulted in injury to person, where the violator cannot verify the existence of proof of financial responsibility covering the operation of the vehicle at the time of the offense;
        11. A third moving traffic offense within a twelve (12) month period;
        12. If there are outstanding fines and/or costs due to the Court;
        13. Littering citations issued by the Willoughby Police Department that have been marked “Downtown Willoughby” and “Personal Appearance Required”.

OHIO FINANCIAL RESPONSIBILITY LAW

(Proof of Insurance)

If you operate a motor vehicle in the State of Ohio and you receive a traffic citation, you are required to provide proof that you are insured, or where you do not own the vehicle, that the operation of the vehicle on the offense date is covered by insurance. If your citation is marked NO for proof of financial responsibility shown, you must provide proof of insurance to the Court before 4:30 p.m. on Friday of the week in which the citation is paid online or you risk suspension by the Ohio Bureau of Motor Vehicles. A sample of the Ohio traffic citation is provided above to assist you in locating insurance and other relevant information on the citation.

PAYMENT OF FINES AND COSTS ON ADJUDICATED CASES

Online payment of fines and costs that are the subject of a court ordered payment plan must be made in compliance with the terms of the court order. If you have received a summons to appear in Court for nonpayment involving a Court ordered payment plan, you will be required to appear in Court unless the appearance has been modified by further order of the Court. If you have open balances on multiple adjudicated cases with the Court, payments are applied to satisfy the oldest balances first. Please note that citations or adjudicated cases paid online may not display a zero balance or finished status on the Criminal/Traffic online records search until financial transactions have been updated by the Clerk’s office. Online payments received after 4:30 p. m. shall be processed the next business day.

PAYMENT AFTER APPEARANCE DATE

Citations that are paid that do not qualify for payment without appearance or are paid after the appearance date, shall be scheduled for future Court appearance, and any money received by the Clerk’s office shall be posted to the case as a cash bond pending resolution of the citation.

FINAL AUTHORIZATION

By submitting your information to request payment, you are pleading “Guilty” to all charges against you as listed on the citation, and you waive your right to appearance in Court or to a trial. When the online transaction is processed, it will close your case. If your citation is a traffic offense, the conviction will be electronically forwarded to the Ohio Bureau of Motor Vehicles and where applicable, the appropriate points will be added to your driving record. This secure site utilizes encryption technology and every precaution has been taken to reduce the possibility of unauthorized access to your private information when it is transferred over the internet.
